Xbox Live issue preventing game installs and downloads on Xbox One, Microsoft investigating [Update]

There's an issue affecting Xbox One consoles that's preventing people from installing games they own.
Update: The issue has now been resolved, and the Xbox Live status page shows all services green.
Original story: After a few reports about it over the past couple of hours, Microsoft has acknowledged a problem with Xbox Live that's affecting players' ability to install games.
This issue also extends to downloading games you already own, purchasing new games from the store, and redeeming codes. Microsoft posted an update about it on the Xbox Live status page, as well as on Twitter.
The last update on the matter happened five minutes ago, confirming that work continues to resolve the issue. We'll bring you all the updates as we have them.
