Skyrim: Special Edition is among the few games that mange to render at a full 3840x2160 4K resolution on PS4 Pro. Unfortunately, as Digital Foundry analysis reveals, performance isn't great.

Graphics-wise, the game uses the same temporal AA solution utilised on the 1080p PS4 version, which removes almost all aliased surfaces, making for a very sharp and clean presentation. The quality matches up to what you can get on PC with the same resolution.

Outside of an increase in foliage draw distance, PS4 and PS4 Pro are identical in terms of quality settings across the board, and it mirrors the ultra preset on PC nicely.

Performance is where things get disappointing. According to the report, performance is worse on PS4 Pro than it is on PS4. Comparing the same scenes across both systems, PS4 Pro drops 2-3fps below PS4, resulting in stutter.

"Substantial hitches" occur when moving through detailed environment as a result of this. The 30fps target is adhered to less in the case of the Pro, but it mostly meets it.
