Ratchet & Clank: Into the Nexus has been age-rated for PS Vita in both Europe and Brazil, suggesting that a handheld release isn't far off.
AGB has posted screen caps of the game's 7+ PEGI rating, and its Brazillian rating here.
The PEGI rating states that Ratchet & Clank: Into the Nexus will launch on PS Vita December 4, which has obviously passed already. We'll keep our eyes peeled for any word of an impending release and update you if it drops.
