Xur: Agent of the Nine is here once again to take your Strange Coins and trade you Exotic wares for them. The man is not guaranteed to bring Year 2 weapons anymore, but he'll always bring Year 2 armour.
Xur also sells Three of Coins and Glass Needle. The former is used to amplify your chances of getting Exotic drops from killing bosses, while the latter is an item you use when you want to re-roll stats on your Exotic armour.
You catch him at the Traveller/Speaker area of the Tower this week. He takes off 9am GMT on Sunday, February 21.
