Update: The Elder Scrolls Online does not requires a CD key on PS4 & Xbox One
Update: Bethesda has been in touch to state that the disc version of The Elder Scrolls Online: Tamriel Unlimited will not require a CD key. It only requires the disc for verification.
"The physical console version of The Elder Scrolls Online: Tamriel Unlimited does not require a one-time game code, as with any other boxed PS4 / Xbox One game only the game disc is needed for verification. Any previous statements counter to this were incorrect."

You'll need to buy The Elder Scrolls Online: Tamriel Unlimited new if you want to play it on PlayStation 4 or Xbox One. The console version of the MMO will require a CD key, the same way it does on PC.
A number of users started a thread on the game's forum to discus whether or not the game's license could be shared on the same console, or if a CD key was needed.
A developer representative stepped in to clarify that yes, users will need a CD key to play the MMO. Furthermore, as a result of this decision, used copies will be redundant, as the key has a one-time use.
"To clarify, you will need a unique game registration code in order to play the game, and used copies will not be eligible to receive a key if the code has already been redeemed," reads the reply.
"It works the same way as the PC version in that the code included in the box is to activate your ESOTU account and the discs are for installation purposes. If you own the disc but don't have a key, you'll be able to install the game and reach the login screen, but you won't be able to log in and access the game without an active ESOTU account."
The representative did not say if there'll be another way for users with used discs to buy an account. However, one would assume that an option will be available whereby they could go directly through Zenimax Online's website for a license.
The Elder Scrolls Online: Tamriel Unlimited is out June 9 on PlayStation 4 and Xbox One. The MMO will not have a subscription fee, but you will need to buy it.
